Background
The National Institute of Education is considering four broad options in support of research on testing: (1) a comprehensive research program on testing—either a study of existing tests or the development of tests; (2) a priority research program on student achievement; (3) a national effort to improve information and understanding about testing; (4) support to states and other agencies for the development of testing programs. In NCTE publications, serious questions have been raised about national and statewide tests. Be it therefore
Resolution
Resolved, that the National Council of Teachers of English commend the National Institute of Education for its initiative in expanding the federal role in research on testing;
that NCTE urge the NIE to limit its support to research on testing, research on student achievement, and a national effort to disseminate information about tests and test results to schools and parents; and
that NCTE offer to Patricia Graham, Director of the NIE, and Michael Timpane, Associate Director, its resources and those of its affiliates.
