Maryland Higher Education Commission (MHEC) recently entered into the State Authorization Reciprocity Agreement (SARA) to allow Maryland’s public colleges and universities to provide online instruction to other states in this partnership. Although the enrollment environment at Maryland’s public colleges and universities encourages online and distance education, there remains a high demand for more traditional face-to-face, interactive instruction. Maryland’s public colleges and universities are working to provide online instruction to students within Maryland, as well as to those at colleges and universities across the country. Once the colleges and universities enroll these students, either through online or traditional means, they would like to achieve the following goals: increasing the quality of their academic programs, enhancing the prestige of their campuses, and striving for greater degree completion of their students.
