This academic year has been a busy year in SC in terms of policy related to literacy. On June 11, 2014, the governor signed the Read to Succeed bill (http://www.scstatehouse.gov/sess120_2013-2014/bills/516.htm). Among other things, the bill increases the course work in literacy that teachers, administrators, school psychologists and speech teachers need. It funds 100% of the cost of a literacy coach in low SES K-5 schools and 50% of the coach for all other K-5 schools. It requires summer reading camps for students not yet reading on grade level and provides guidelines for a literacy-rich additional year of schooling between third and fourth for students who are not exempt and are reading more than 2 years below grade level. As a result of this law, college and universities are revising curriculum so that pre and in-service teachers and non-instructional personnel get the required number of hours and meet the newly developed SC Literacy Competencies. At the same time that the newly formed Read to Succeed Office is working overtime to implement the law (http://ed.sc.gov/agency/ie/School-Transformation/Read-to-Succeed/) and colleges are hustling to develop/revise courses, a more than 20 year old court case was settled. Plaintiff districts changed that education in SC was not equitable and they (finally) won that case (http://www.thestate.com/welcome_page/?shf=/2014/11/12/3807370_breaking-sc-supreme-court-finds.html). The legislature now is trying to figure out how to offer every child in SC an equitable education. This will impact teacher and administrator preparation and recruitment.
